As of right now, it appears as though AT&T will not be honoring upgrade prices for the iPhone 4S to early iPhone 4 adopters. In the past, early adopters have been able to purchase the new iPhone at the upgrade price even though their account wasn't technically available for an upgrade yet.

I purchased the iPhone 4 on the day of release, but when checking my availability for the iPhone 4S from Apple's website, I'm presented with the following prices:

Before November 25, 2011:

iPhone 4S: 16GB - $449

iPhone 4S: 32 GB - $549

iPhone 4S: 64GB - $649

iPhone 4: 8GB - $349

iPhone 3GS: 8GB - $199

The prices listed for after November 25 are the same prices that Apple announced earlier today: $199, $299, $399, $99, and $0.

If history repeats itself, AT&T will come to their senses and move the upgrade dates to October 14. This is normal behavior for them: send customers into a panic, then change their minds at the last minute. However, there is still the possibility of them sticking to their guns and not budging with their prices.

If AT&T sticks with these prices, will you still be lining up to essentially pay a $250 fee to purchase the iPhone 4S 42 days sooner?

LulzSec dumped one last load of AT&T documents on the internet, which though outdated and never meant for public consumption, does give some insight into some of the things they were at least considering -- like speed and session-based pricing for their upcoming LTE network.

But one interesting tidbit is AT&T's apparent plan to market LTE data with various speed tiers, which it's calling "Speed Based Pricing." Verizon's about to switch to tiered pricing for its data plans (3G and 4G), but that's based on total consumption, not speed. The basic idea would be pay more, and you get faster LTE speeds. Not exactly a new premise -- cable companies have been doing this for Internet access for a while now, but it'd be an interesting change in the mobile space.

You could also pay for a session, or temporary speed boost if you needed it. Again, this is something broadband providers have been doing for a while.

Of course, we probably won't get our hands on LTE until iPhone 6 in 2012, but it's still interesting to see where the industry might be by then. Any of you have an interest in speed or session based pricing, or are data caps complicated enough already?

We have to wonder if Microsoft CEO Steve Ballmer has some insidious plot to make his PR people pull their hair out, so they'll look just as Fester'ian as he himself. Or maybe he's just jealous of the love TiPb's been giving Palm's Roger McNamee lately? How else can you account for the glorious (for bloggers!) content he keeps spewing in our general direction?

What now? From the man who once said the iPhone would be the most expensive phone on the planet (guess he didn't see the Windows Mobile Xperia X1a going for $800...), now comes the following, courtesy of WMExperts:

"Windows Mobile 6.5 has touch on it. The way Apple does touch drives cost. [The] way they do it on the iPhone is not an inexpensive component. We’ll do it in a way that you can afford to do it on most phones."

Bu-bu-bu-but...! We thought WinPho was all about choice? Shouldn't manufacturers like HTC, who've made capacitive touch screen devices like the Android G1 (which is hardly that expensive!) have the choice to offer WinPho devices with capacitive touch?

So not only does Ballmer try to spin Microsoft's abject failure to deliver on capacitive touch 2 years after Apple (and months after Android and even BlackBerry) as a cost saving feature, but for extra bonus bluster, claims Apple is "driving cost" on the $199 iPhone?

Next time, stick to dancing...

Thanks to reader, Adam R. who wrote in to let us know Australian rates have been revealed, and his Blackberry can now "go the way of the dodo".

First up is Optus who've announced both pre-paid and post-paid plans. Pre-paid Turbo Caps start at AUS$30 for an AUS$30 "mycredit", AUS$110 "mybonus", and AUS$30 "mytime money" -- but no "mydata". At AUS$100 you get 100/800/100 and Plus 1GB "mydata". On these plans, and 8GB iPhone 3G will run you AUS$729 and 16GB, AUS$849. Not confusing enough for non-Ozzies, plan rates weigh in at AUS$0.78/min. for national calls,AUS$0.35 per "Flagfall" call, and AUS$02.2/KB weekdays and AUS$1.1/KB for "iZoo Browsing".

Read on for Post-paid, Telestra's first statement, Canadian craziness, and some Swedish relief!

Optus' Post-paid is just as impenetrable for me, with Cap plans ranging from AUS$19 for 100MB, AUS$50 of calls/SMS (and more?), and AUS$0.47 per 30 seconds (?) for national calls, to AUS$179 for 1GB and AUS$1500 of calls/SMS (and more??), and AUS$0.35 per 30 sec. national calls (?!). Both plans have AUS$0.35 "flagfall" per call rates, and AUS$0.25 per SMS.

But it gets stranger! On post-paid, you pay off your iPhone over the course of a 12 or 24 month contract. AUS$51 or AUS$21 for an 8GB or AUS$61 or AUS$26 for a 16GB on the low end, AUS$23 or AUS$0 for 8GB or AUS$33 or AUS$0 on the high.

(Seriously, if an Australian reader can explain that to us like we're 5th grader, we'd really appreciate it! Crikey!)

Telestra's Australian rates, and Swedish and Canadian updated after the break!

Here's Telestra so far:

The Next G™ iPhone 3G™ plans start at $30 per month with an upfront cost of $279 for the 8GB model and $399 for the 16GB model. Customers will receive the 8GB iPhone 3G™ model at no cost with the $80 plan and either the 8GB or the 16GB model at no cost with plans starting at $100 per month. All plans include free Wi-Fi access at Telstra hotspots and require a 24-month contract.

Mind boggling voice and data rates to be detailed later, I assume?

UPDATE: Global TV in British Columbia aired a report on Rogers and the Canadian backlash:

Meanwhile, Canadians continue to protest, with major national and international news outlets picking up the story of GSM monopoly Rogers iPhone plans, and rumor has it there may be some more movement on their part sometime prior to launch:

Customers are not restricted just to the 4 iphone bundles that were announced & are able to select from most of our other voice & data plans. We do not have an unlimited data plan, although we are looking at potentially tweaking some of the data plan bucket sizes. More to follow.

Bruce M. Mann
Vice President Investor Relations
Rogers Communications Inc.

Maybe it has a little something to do with the CDMA competition embarrassing them by offering truly reasonable data rates ($30 unlimited!) on their <strike>iClone</strike> iPhone competitors, like Telus for the HTC Touch Diamond and Bell for the Samsung Instinct?

Sweden, of course, has already seen Telia cave to public outcry over their iPhone plans (which were crazier than even the Canadians):

Swedish iPhone carrier Telia has revised its service offerings for the soon to be released handset. Instead of modifying the plans for the iPhone 3G, the carrier has chosen to allow users to pick from its existing plans for other mobile phones, then add a 199 SEK (roughly $33) unlimited data option.
