The Lock screen exists in between states -- when your iPhone, iPod, or iPad is no longer asleep, but is also not yet fully awake and functional. Originally the Lock screen presented the time and date, and not much else except for the now-famous "Slide to Unlock" control. Eventually a double click of the Home button allowed access to media controls and, with iOS 6, a Camera slider allowed fast access to, well, the camera. Now, with iOS 7, Apple has made Notification Center available from the Lock screen, and the new Command Center as well.
