While Pushbullet lets you transfer files between your computer and phone, Portal is dedicated to this task, acting like a third-party version of AirDrop. Files and folders can be transferred when your computer and mobile devices are on the same Wi-Fi network.

So this pushes the file by wifi and doesn't involve their servers. My big problem with pushbullet is their access to anything you "push" going through their servers including text notifications, etc.
