This plan to me is designed for many business users who are on the go or travelling a lot in Canada. They may need to have Internet on their laptops and so tethering is a must. Also, we don't know for sure all the new things that may be coming with the iPhone or other smartphones. If there is video chat and such, you may need a lot more data.
