Uggh. I don't think he meant Canada. I believe he was talking 'internet slang'.

Can Has Rogers Activation? would mean 'Can I have a Rogers Activation?'.

Since "Can" is an English word, when someone sees "Can Has Rogers Activation," it looks like a sentence that makes no sense.

As a journalist, if you must use abbreviations, please complete them in the standard manner by following them with a period:

"Can. Has Rogers Activation."

That will be clearer to most readers.
