The Fitbit Charge 3 does have Fitbit Pay, but only if you get the Special Edition.
Fitbit sells two variants of the Charge 3, inlcuding a regular option and the Special Edition one. The two devices are nearly identical and support all of the same features, with the biggest difference being that the Special Edition has Fitbit Pay while the regular version does not.

Fitbit Pay works pretty much the same as the Apple Pay on the Apple Watch. Bring up the card you want to use, hold the Charge 3 near the NFC terminal you're paying at, and the transaction will be completed just like that.
Not all banks and cards that support Apple Pay support Fitbit Pay, however, so make sure you take a look at Fitbit's official list (opens in new tab) to ensure that your bank/credit union is supported.
The Special Edition also comes with an exclusive band
In addition to Fitbit Pay, the Special Edition also comes with an exclusive band that you can't purchase spearately from Fitbit.
