Apple sets App Store review downtime for December 23-27

As they have in past years, Apple has let developers know that the App Store will not be accepting new app updates for a few days this holiday season, with this year's downtime scheduled for December 23 through 27. Developers are encouraged to submit any updates well in advance of that time period to make sure that customers can get them before the holidays.

The busiest season on the App Store is almost here. Make sure your apps are up-to-date and ready for the winter holidays. New apps and app updates will not be accepted December 23 to 27 (Pacific Time), so any releases should be submitted, approved, and scheduled in advance. Other iTunes Connect and developer account features will remain available.
Customers will still be able to access and download apps from the store (many of them will be unwrapping brand new iPhones, after all), but they shouldn't expect much in the way of updates during that period.
