Apple has named Steve Dowling as their new interim head of public relations. Taking over where former VP of worldwide corporate communications, Katie Cotton, left off, Dowling will hold down the job for now while Apple continues their search for a full-time role. Dowling was reportedly appointed by Tim Cook himself, so it's still possible he could stay on in the role permanently.
Apple has been working hard on public relations and being more approachable than in the past, so Dowling will now head up the team as those efforts move forward. Dowling will report directly to Tim Cook.
Apple has confirmed Dowling's new position but declined to comment further.

I assumed the reason for "interim" is that they have agreed terms with someone who is currently contracted elsewhere, but its too early to announce, and they don't want Dowling to appear demoted when the new person arrives. It took them ages to sort out retail after Ron Johnson left, maybe they think its best to wait for the right person.
It's "interim" until they have gone through everyone's C.V.'s. He still may get the post full-time.
