Beta 4 for iOS 8 has been released to developers. Registered developers can go ahead and grab it directly on their iOS device over-the-air or through the Apple Developer Center.
On your iPhone or iPad, go to Settings > General > Software Update, then select Download & Install to install beta 4 directly.
