Skype has released their newest app, Skype WiFi for iPhone. It allows you to connect to 1 million different WiFi hotspots around the world and pay with Skype Credit.

So I'm confused, if I'm at hotel that has that pay for WiFi hotspots, am I able to use Skype WiFi in this situation?

Seems pointless to me. First off, I have 3g. So why bother with Wifi. If I am staying at a hotel, then when I am in the hotel, chances are, I will be using my laptop, and connect to the hotel's wifi which I can charge to my room. So why do I need skype for this?

Because Skype may be cheaper than the hotel price, especially if you want to check a few emails, or use the Internet for a few minutes. Did you even read the article?

It's not just price, also convenience when you need "drive by Wifi", no need to get a voucher/use a credit card. Compare it to Paypal if you want. That said, I often still get free Wifi abroad, either intentionally or not, so I don't think MS will make a fortune on this. As for 3G, in Europe data roaming costs are sky high and volume-based unlike Skype for Wifi., 2.5€ (3.5$) per MB is the max. price imposed by regulation and applied by most telco's that milk the consumers.
Bottom line ; Skype for Wifi is a new option for data roaming.
