I think that he believed that he'd get Microsoft to that next stage on the web. Problem is that others always defined what that next breakthrough technology was from the day that Microsoft was founded whether it be DOS, PC Applications, GUI, Media Players, Browsers, online gateways, IM's or search. So it always plays out as it's Microsoft vs the world.
