Sounds like some Verizon iPad 2 models in Apple Stores and in transit to customers are being recalled, possibly due to some problem that prevents cellular activation:
Apple Stores have just been asked to send back certain serial numbers, while the on-delivery orders will likely be replaced with unaffected models.

Yes, I'm having a problem, but Apple is being horrible in dealing with it. First, Fedex told me Apple had the wrong address. Then when I called, they said Apple ordered them to hold the ipad. I called Apple and they said it was a problem where some 30,000 ipads were shipped to the wrong people. I next got an email from Apple telling me to correct my address (which was never wrong). I called again, and this time they told me that it wasn't an address problem, and Apple was giving no information on what the problem was, the ipad was shipped back to Apple, and I would be in the "highest priority", but they wouldn't say what that meant or how long it would take, but I'd get an email in 24 hours. Well I don't have an email, I called again today, got a sympathetic agent but he said they have been told nothing, had no idea what the problem is, and had no idea when I'd received my ipad.
So far it's been 2 long calls to Fedex, 3 much longer ones to Apple, and I'm told if I cancel the order now that it has shipped (despite their sending it back), that it will take 10 business days to get the funds returned!!! They're certainly making it very unattractive to pick one up at Best Buy or anywhere else, and certainly alienating customers!
Funny, when I was at Apple yesterday, someone came in with their Verizon iPad and had a similar problem. But according to the Genius bar, Some AT&T models may be affected too.
Bought Ipad from Verizon on June 10. It keep dropping off then totally died and Verizon said to send it back. I did and 6 weeks later I have no Ipad and no refund. Verizon said I had to send it back in 14 days after i bought it. Are they kidding??? I have spent numerous hours on the phone and in the Verizon store trying to get a refund. Finally I had to call my credit card company to have the charge disputed. Do not buy from Verizon.
I can't get my info either and I just got a bill for 35.00 activation fee! I paid the 30.00 when I bought my ipad2 to try a month of 2gb verizon. Now I got a 72,00 bill for activation fees and "advance" payment....plus all the junk fees associated with a typical "cell phone" account.
My home wifi is fine and I pick up hotspots just great too. But, the whole purpose in paying extra for the "3g" model was to be able to pay for a month of service when I am not around a wifi!!
Shit I can't even get to the screen to activate mine. Just says it can't activate it, and when I called customer service they didn't seem to know what the problem is. It's not like I need the 3G connection, so it's Verizons loss not mine, but it does piss me off I bought one with 3G and can't even activate the damn thing.
