The Wi-Fi + Cellular versions of the iPad mini and iPad 4, which include LTE, are available for purchase at Apple, AT&T, Verizon, Sprint, and other U.S. retail stores from today. Quantities are likely very limited, so if you want one, you will have to be quick.

Verizon doesn't seem to have made an announcement yet, but the new iPads are showing up on their site, and should be in their stores.
LTE versions of the iPad 4 (iPad with Retina display) and iPad mini are starting to arrive at pre-order customers’ homes around the US as well however outside of the U.S. it’s not such good news; most other areas are still seeing delivery dates of late November.
